I believe the Declaration of Independence and Constitution of the United States are the enduring compact that bind our States and nation together. They must be interpreted and understood according to their plain meaning when they were written. Yet they transcend their time and continue to limit the power of government and enshrine individual rights today. That is why I apply the Constitution and laws according to their plain meaning. With statutes, it is their plain meaning when they were enacted. In the Court of Appeals, I read thoroughly the briefs submitted by all parties and listen carefully to their arguments in order to rule fairly and impartially based on the law applied to the facts of each case.
