                    People and businesses need to know what the law is and that it will be consistently applied so they can plan their lives and businesses accordingly. Decisions from the court of appeals thus need to be fair, clear, consistent, and well researched and reasoned.

                    Bill believes that the court of appeals’ job is to apply the existing law to the trial court record, protect the Constitution as written, enforce contracts as written, apply statutes as written, and uphold existing property rights. It is not the court’s job to create new law, change the Constitution, second guess the legislature, or rewrite contracts.1
