      Bill believes that the court of appeals’ job is to apply the existing law to the trial court record, protect the Constitution as written, enforce contracts as written, apply statutes as written, and uphold existing property rights. It is not the court’s job to create new law, change the Constitution, second guess the legislature, or rewrite contracts."1
